Guide Using the MSI Utility to reduce MSR Inturrupts (reduce latency significantly!)

First download LatencyMon here. Run the tool as admin and just let your system run for 2-3 minutes with the window open. You will see your system latency spike really high. This is what we are attempting to reduce.
  1. Download the utility here
  2. Run it as an administrator
  3. Go to Device Manager
  4. Click in menu "View -> Resources by type".
  5. Expand "Interrupt request (IRQ)"
  6. Scroll down to "(PCI) 0x... (...) device name"
Devices with positive number for IRQ (like "(PCI) 0x00000011 (17) ...") are in Line-based interrupts-mode. Devices with negative number for IRQ (like "(PCI) 0xFFFFFFFA (-6) ...") are in Message Signaled-based Interrupts-mode.

Open the MSI_Utility as administrator and enable any devices that are in Line-Based Mode (positive numbers). Most recommended devices to check are GPUs and Intel XCI USB controllers.

Reboot.
